Iwata was referring to Nintendo staying in the dedicated game device industry -- i.e., they will release a proprietary device which has exclusive games, as opposed to making software that plays on a wide range of Android/iOS devices.

He never said anything about Nintendo not releasing mobile-tier hardware.

The Shield line is 3 devices -- a controller-shaped handheld, a tablet, and a small form-factor set-top box. They all have Tegra chip sets of varying specifications.

The Tegra Parker uses a combination of ARM cores and Nvidia's Denver cores and is designed for mobile applications as well. It's just based on their latest GPU architecture.
