I used to be mad that in games with cities, most of the buildings could not be entered. Then I thought about it some more: in real life, I probably wouldn't be interested to enter most of the buildings either. Most of them are just bland apartment buildings. Simply having building exteriors is often enough for a suitable atmosphere.

There would be loading screens everywhere to deal with the amount of shit in any urban area like that.

There's a high-speed vehicle chase, you're on a motorcycle.
Imagine how fun and useful it would be to just drive right through a plate glass window to escape the cars chasing you, coming out a door on the other side.

What kind of budget in terms of dollars and programming time would be needed to make a game with a city setting in which every building could be entered, and how would the game even justify doing so?
1000 buildings. 10 rooms in each. 10000 rooms. Now let's come up with a reason to enter each of those 10000 rooms. Who's going to program that. What kind of task is going to be worth doing to enter 10000 rooms. Who is going to play a game where entering 10000 rooms is something that they have the free time in life to do.
People say the same thing about the GTA games and I do not fucking get it at all. It would all be the same empty shit or it would be so much busywork to explore that nobody would do it. Why does anyone honestly want this.
They don't let you enter those buildings because it's kind of pointless. Why would you just walk inside a random building?
In real life, people go into a pizza restaurant to eat and taste pizza. You can't taste pizza in a video game, and pizza has nothing to do with the story of the game.
Maybe in the future when technology is so good that we can make a bunch of pointless interiors without bogging down the game, then you can go inside of them all you want.

You literally cannot finish the story without delivering pizza, and it directly figures in several side quests. But otherwise yes, you're right.

That means the only modeled parts need to be corridors that you can drive a motorcycle through.
APB had some buildings with open doors because inside were kitchens, warehouses, storefronts or other "fun" rooms to have shootouts in.
There's no reason to open up every room in a 30 unit condo unless you're playing a real-estate sim. If the game's a shooter, open up the pool, bar and garage. If the game's a racer, open up the mini-mall and maintenence tunnels. If the game's a story game, open up character's apartments.
There's no reason to waste energy pulling out areas that do not enhance the experience. In XCX; I would have liked to see shops open, but I see very little other use to the buildings that were closed. Perhaps the church and the water treatment plant, but you'd again need to find reasons to populate them.
To me its not about "tasks" its more about immersion and just exploring things for the hell of it. Sometimes it would be neat to enter a building and just see signs of people having lived their lives in a particular way.

At what point in driving through a building with a motorcycle would I have to stop and open every door to every room? I was more thinking of the Love Fist mission from Vice City, except expanded to include more than just the three buildings.
