Why would they though? We're pretty much the good guys of the world, if life were an anime America would be the protagonist good guy who saves everyone from themselves and evil. Games have no reason to make us the bad guys compared to shitholes like europe or asia.
Execution is perfect. The moment I fired up that round I was certain that I am just slauthering massive army of idiots and my internalizes justice said "SHOOT" with no regard to what I am doing.

I never understood why people get so buttblasted that the game doesn't let you be a shining beacon of justice, especially when it's them mostly complaining through hindsight that the game "forced them to do bad things". For me the white phosphorous scene was a great kick in the teeth that made me realize that I wasn't playing the game I thought I was. It's like whining that an RPG has a forced-to-lose bossfight because

The white phosphorus scene was barely even a twist. It's like one of those things that gets revealed or telegraphed to draw attention away from the real meat of the game.
