Huey killed his son's mom, is responsible for the death of hundreds of Mother Base soldiers, nearly destroyed the world by irridiating the vocal cord parasites, taught homicidal children how to repair Metal Gear, put his young son inside of an experimental weapon, and lied about all of that. Then tried to murder suicide his daughter.
Why did he fucking do it? I understand being afraid of living in a private military with a nuke, but he gets more and more inexcusable as you go down the list. He stirs up more bullshit than Skull Face did. Huey is the direct antithesis to the will of The Boss- he's a completely unloyal rat who will betray anyone he is working for in order to get a 'leg up,' so to speak. Unlike Ocelot, Huey truly only answers to himself. There is nobody he wouldn't betray, not his own wife, his own son, his own fucking daughter.
Big Boss, Zero, and Skull Face all do incredibly shitty things, but in the frame of MGS, they don't measure up to Huey. He's literally the evilest person in the series, and Venom Snake lets him go for no reason except that he canonically lives.

He is well written. Huey is a great deceiver. He actually had me defending him for a good bit and I could understand the characters keeping him as opposed to so many other notorious liar characters where you just wonder why the fuck they listen to them. A lot of his excuses even hold up until shit gets too big. Lied about his son? Well yeah, they are terrorists torturing him, I'd hide my family's existence from them. It took me a long time to stop believing his lies.

Venom let him go because that's how they release all other unfit personnel. The things they had Huey nailed on was a murder unrelated to DD operations and mutating the parasite for which there was no way to predict it'd be so fucked-- in fact Code Talker says that that's a way to neutralize them.
They NEVER got proof that Huey knee the inspection was fake. Killing Huey would've set a dangerous precident on Mother Base

You missed the point of the fucking game. The only time Huey "lies" is to protect himself and his son. Huey was/is loyal to Big Boss all of that time, and became loyal to Skull Face as well, which is partially why he killed him. DD's torture and forced labor and containment of Huey is a big part of Outer Heaven's descent into evil.
Basically that scene with the boat is literally Venom Snake throwing out The Boss' will and getting a large step closer to crafting his own identity.

Given that the entirety of MG(S) has become a Big Boss saga where he's a saint that has bouts of misjudgment but is otherwise glorified by Kojima to no end.... someone in his organization had to be the rotten one that does bad things.
Obviously it can't be Ocelot since he's become a fan favorite cool guy as well so characters had to be invented that will somehow explain why Big Boss is doing bad things or why bad things happen around him.
