There were prewar vertibird design schematics but a prototype was never actually finished because of the Great War. The Enclave scavenged these schematics and created vertibirds post-war.

It's an allegory for the game itself. The past games required at least a modicum of thought to succeed. Whereas fallout 4 is so easy a baby could operate it.
I always had a soft spot for the Hellfire Power Armor.
The NCR also manufactures its own Vertibirds in F:NV
People bitch about this but my headcanon was the player character had military training and as such could already use it - didn't you get the vault spot because you were a veteran? It would have been nice to have been told this, or have the VO say something like "ah, this reminds me of Anchorage" as you step in for the first time.

Honestly that's the biggest gripe I had going through F4. I thought I wouldn't mind playing as a character with so much about him already predetermined by the story but honestly it just really got to me just how much story they cram into your character in a series that's been pretty good at letting you be what you wanna be.

Honestly though, after having played through F4 and being able to compare it to the disaster that was F3 there is actually a lot that has been improved.
Not the story or how the world "feels" mind you, but still. I'd say gunplay and just the amount of different environments have been improved by an insane amount, Bethesda just needed proper writers and it could actually have been a goty game

Power Armor training didn't exist in Fallout 1 and 2
it was put in because of Fallout 3's decision to allow you to loot armor from defeated enemies. In the previous Fallout games enemies just died and most of the time didn't drop their armor.

IIRC in 1 and 2 power armor had to be custom-fitted to the user. At least that's how I remember that BoS line to get the mk1 stuff worked.

That was just the frame though, I don't think operating a power armor frame requires as much skill as operating individual power armor parts.
And Raider power armor was made of concrete and rebar slabs so you can't exactly call those advanced.
And to be honest, it doesn't feel lik you need special training to use a type of exo-skeleton in the first place.

Proper maintenance and repair on the otherhand could take months to master even if you're technically gifted.
The mechanical aspect of the machine considering the electronics involved as well is quite complex as far as the fallout universe goes.
I would've preferred they made it, so only the T-45d power armor required power armor training, since it was a less advanced model.
The Power Armor from Tactics looked good too.

But aside from that, I guess it was ok. Also properly done in New Vegas.
As for Fallout 3 or 4, who fucking cares? The only way I could even stomach 4 was making a hot redheaded milf and have her running around in the BOS plugsuit. Power armors were needlessly complicated in that, not to mention it was just literal EZ mode.

you didn't need training in 1 or 2 and training was always a gating mechanic in 3 and in NV it took so damn long to get the training you're never gonna use the powered armor for long.
The problem in 4 is you get the armor too early and fusion cells are shit. I will never understand why people are attached to a shitty little perk that debuted in the 3rd worst fallout game.
