Level themes are the same, but each level is completely different to focus on a knight's moveset (going off of the bits we've seen of Specter Knight and the whole of Plague Knight)

Despite the visuals, no one should deny that Undertale IS a great game. Without considering all the advertisement that it got from it's own fans.
The main point, is the story.
Shovel Knight has a very crappy story, it's forte is the gameplay, which even if you consider it an easy game, it's still fun. Both games are really good, even if you compare them to AAA games that nowadays have stupid story writers and shitty gameplay.

It depends a lot on what you're looking for in a game. Undertale doesn't have the best gameplay, but the writing overall is what gets people invested into that world. Shovel knight is better if you're a more gameplay focused kind of guy.
Also while I do think Infamous and sly are definitely better than TLOU, Infamous 1 suffered from being kind of ugly, not very creative with enemy variety, and only had the one environment that didn't really ever change. Infamous 2 solved these issues, but at the cost of bogging down the gameplay with too many variations on your powers.
