Comparisons for 1st game are completely irrelevant when comparing to other games released that year.
Bayo 2 may be an inferior game in the "series", but it still several heads and shoulders above anything any AAA have produced that year (or next year, or this year).

1. Because it was too problematic. It would have easily become GOTY at several outlets but some people outrightly vetoed it
2. Because people just didn't played it. In a completely barren climate or broken and mediocre games on "next-gen" people thoroughly kept up the illusion that wii u and it's exclusives don't exist.
At Doritos Pope Awards Dragon Age literally bought out the venue and had some dancer on stage for 15 minutes. Guess what (now completely forgotten) game won GOTY?

For example, Bayonetta 2 focuses WAY too much on graphics, and as a result suffers constant performance drops, as demonstrates. Meanwhile, games like Shovel Knight and Gigantic Army maintain a strict and constant framerate, the latter even keeping 60 FPS at all times. Yes, it's because they haves simpler graphical presentations, but all that really means is that gameplay was given a higher priority than being "next gen" and "looking super high def".

If by mini-games you mean the vehicle sections, they were SIGNIFICANTLY better in 2. Shorter, sweeter, more refined. 1's were a pain in the ass and were definitely the low points of the game. If you mean Angel Attack, it was only a silly little thing that everyone skips after the first playthrough.
There are some complaints to be made about 2 in comparison to 1 but yours are just nonsensical.
the only 2 actual flaws on bayonetta 2 compared to the first is that it forces you to use witch time, where as the first game WT was a crutch mechanic, and that the soundtrack was more "epic" instead of "jazzy"
I'm not an expert on Bayo games. I think yoshesque did quite good comparison on why Bayo 2 is worse gameplay wise. Considering she's one of the best Bayo players I don't see a reason to not believe her.
