HOW do I get better? I'm a bronze shitter that can't do anything but fluctuate between bronze and super bronze. I keep losing matches when I can clearly see what the other guy is trying to do but I keep making mistakes and failing executions and I let them beat my ass.
Last match was a mirror match that started out with me stomping the guy, but then it's like he just went into hyper defensive mode and waited for me to make mistakes and I left myself open every single time. Do I legitimately need to memorize frame data charts for every character to be able to put up a fight? I'm going to a local on the 26th and I can't do this shit.
Slow it down and actually watch what your opponent is doing. You need to practice your punish combos along with your hit confirm combos so much that you can pull them off without a thought and just focus on what your opponent is doing.

If you notice this happening, play the same way you have been but drop your combo mid way and let him go for a punish then punish him afterward.

I'll give you some real solid grounded advice my friend. Just keep playing. I don't know who you main but that's not really important.
Before this game came out I had been playing in the betas. Back in 2015 when the first beta dropped I picked Cammy. I lost literally every match and it was embarrassing. But I told myself that I would get good. Had too because I like fighting games too much.
Fast forward and the game drops. I think I'm in the lead because I played in the betas. Nope got my ass kicked buy rookies and bronze shitters. But went into training mode and practiced set ups and hit confirms. I joined SRK and made friends who were stronger than me. I watch me replays. 7 months later and I'm gold. I still suck but I suck much less now.

Frame data is important but your at the skill level where you need to work on more basic things first instead of worrying about frame data too much. Practice practical punishes for your character that work in most situations and practice a basic CC punish too and PRACTICE this shit doesn't happen overnight or even after 100 hours of playing it takes time. For the local your going to focus on having fun and learning, talk to people that beat you and look for others around your skill level.

Memorizing frame chart data can be helpful but it's not necessary, to this day I have yet to look at it and I'm at Gold rank.
What I recommend you do is stand you ground and play footsies, Balrog isn't too good at jumping onto the opponent, his ground game is strong so don't jump. Vertical jumping can be helpful as well, it can make some characters attacks whiff and that opens them up for a punish.
Don't forget his target combos!
I don't use Balrog but this is probably the most that I can help you with.

A key concept with balrog is to realize that you need to be patient since his buttons are slow and stubby as fuck. Rush punches are unsafe unless spaced perfectly. So most of your damage is gonna come from whiff punishes, Anti airs, and your V trigger combos with resets.

Just keep playing. I'm only in silver, so I'm probably not all that much better than you.
Just focus one one thing at a time for a few days of playing before moving on. I see that I need to work on my hit confirms a lot, so that's what I practice in training mode when looking for matches. I noticed I kept on getting jumped in on, so I forced myself to get better at anti airs. I try to do shit like spinning bird kick combos, but I usually fuck them up, so I just don't practice them much, until I can fix my more basic flaws.
Having a player better than you to play helps a lot. My friend is gold, and I when I started, I could only beat him once out of 20 games or so. A few months of keeping at it, I'm now about 7 out 20 games against him.
Also, most games around bronze relies on just playing safe, and punishing the opponent for screwing up, since it happens a lot at this skill level. It will at least help you maximize your punish combos.

Do what I did OP, I was a bronze shitter too. I had to control myself from getting giddy hell any emotion. Plus I did nothing but watch combo videos of my main for a bit too, even took the time to finally learn those crush counters.

Fighting games take thousands and thousands of hours to master. My advice to you, do not give a single fuck about ranking and W/L ratio, only think about how to beat patterns and escape your own.
You can lose every single match now, it doesn't matter. You just cannot be attached to W/L ratio right now. Forget about it.
Here's what you need to do: -train your execution consistently; force yourself to go for hard combos versus players especially when you're on a sliver of life, you will stop getting as nervous or panic if you make it a habit - do not fossilize to throw spam or jab spam only in those situations, anyone beyond shit will destroy you for it -have an idea of what is safe and when. generally speaking, moves that leave you on -2 are the breaking point. On -3, you can be punished with jabs. Remember that if you're negative, you should block because their moves will come out 1 to 2 frames before yours, generally beating yours unless the opponent is retarded and does a slow move to harass -look at your own replays. you cannot be as critical while you're in the heat of the moment

90% of the problems with Bronze and Silver Balrogs involves throwing out unsafe target combos and improperly spaced dash punches.
I have a shit ton of experience playing against Balrog with Vega and I find the best strategy is to just turtle and wait for him to hang himself. With no cross-up and a dogshit overhead, he has a hard time opening people up.

Just keep playing, these kind of mistakes vanish on their own. If you ever had the feeling you were stuck in situations where you *did not* know how to respond on paper, check out the replay and figure it out. Say, where to press buttons in a blockstring, when there's a gap to jump safely, etc. If it was really just nerves or execution, don't worry, keep playing, it'll stick one day.
One more piece of advice that I feel is helpful which took me way too long to understand - unless you know your opponent well, go into games with an open mind. You know you don't want to be the guy who opens every game with a jump towards, but don't be the guy who opens every game by walking backwards either. You know you don't want to be the guy who always presses buttons on wakeup - but don't be the guy who never does so either! To a degree, every single game is an experiment. Your opponent might not be able to deal with the weirdest things, if only you give him the opportunity to show it. Don't be so tight when blocking, don't do any buttons, just don't even expect any throws for once, just let the guy push you back to neutral. Or keep holding up+forward half of the match until your opponent proves he can reliably disuade you from doing so.
It's something you see a lot of high level players do, even in high stakes matches. They do stuff which seems downright terrible, just every now and then, to keep the opponent in check. Let me just do a raw tatsu in your face, what's the worst that could happen? A jab jab xx back-to-fullscreen-move punish? It's worth the risk because whether it works or not, the damage to my opponent's mental load, knowing I will just do that out of nowhere, can be so valuable.

Balrog is definitely harder to learn than other characters atm, but he isnt hard. You really need to be able to convert every hit into some jind of danaging combo or pressure because he's pure ass on defense and requires great spacing to not get blown up unlike Ryu's or Karin's that can mash s.mp or cr.mp for free.

There's really a HUGE variance of skill levels for fighting games in general, and street fighter in particular. It takes a very, very long time to get to the top, but eventually, you DO get there, and you can still keep rising higher and higher.

Depends completely on the individual. Most common are probably subpar antiairs, lacking ground game/overreliance on dashes, too willing to hold upforward, poor concept of risk/reward (ie too many DPs etc)
You never have any idea about what your opponent might do before the round starts. Identifying an obvious weakness and exploiting it is an easy way to get beyond many of the humps in ranked
It's a real grind, but it's also pretty separate from the process of actually getting better. Being Platinum doesn't signify that you've actually gained a solid floor of fundamentals and mindfulness, but doing the latter will make ranking up easier

OP, it's important to keep in mind the importance of your vtrigger and look to use it once it's up, especially since you likely don v reversal much in bronze. Keep in mind that you can convert any of your target combos in a vtrigger activation combo meaning you can get some solid damage off of a 3f jab or make your stomp safe if you over commit and want to keep the pressure on

The beauty of 2d fighting games is, once you learn the ins and outs of the core mechanics, they transfer almost seamlessly from one game to the next. You eventually get some things into your head, from "physical" stuff like blocking crossups and doing special input which just becomes second nature, to "mental" things like not falling for the same thing twice. Where "falling" refers to offense and defense, eg it's not just not pressing buttons while blocking at the same spot multiple times, but also not making your opponent block an attack when you have seen him do so before and instead walking up for a throw or delaying the timing to throw them off. You just get a grid of options available to you in your head, and can start exploiting your opponent's weaknesses effectively more and more. And all of that is independent of the specific game.
So take solace in the fact that mostly everyone who's platinum and up has probably played quite a bit of fighting games before, and everything you learn now, you will never unlearn for when SFVI and VII come out, or whatever other game interests you. The minute details like figuring out setups, learning matchup specific skills, specific combos / confirms, of course that plays a role, but once you gather "general fighting game knowledge" you will simply win on the merit of being able to figure out situations faster, and responding to them accordingly, whatever they may be.
Seeing as we usually get trailer at a tournament. I'd assume he will be shown at either Absolute battle or OzHadou on the 25, First Attack or ECT on 3rd. Then release soon after

SFV is still a new game and catching up is absolutely possible. The skill ceiling isnt infinite, people stagnate at some point, thats how a 09er like Infiltration surpassed Daigo even though he has like 15 years of experience more.

This is probably one of the truly baffling things about this game, and fighters in general. Scrubs like me talk about getting better when when talking about it you obviously imagine a huge ass ladder or a mountain that you need to painstakingly climb as an actually tangible obstacle, and in a way it's certainly like that but at the end of the day everybody is playing the exact same game and the only thing that differs from player to player is their skillset: what they've learned to apply and adapt to. I really loved playing Birdie at the beginning of the game. But now that he's figured out... Well, he's bad. You're supposed to condition the opponent, yet the tools you have to do so are so bad and so slow that you can only rely on normals (and EX Dolphin Dive I guess), which have OK range but awful start-ups.
Actually, Birdie's so bad compared to most other characters in terms of frame data that a lot of people miss on punishing some stuff because they think it's safe, as it is safe on every other characters. I'm getting away much more than I should with V-trigger activation on clock and EX dash, but none of those are safe, which is pretty depressing.
Anyway, I'm still like 300 points away from Plat, so I guess I'll keep playing the character till then, but afterwards, fuck that. I'm really looking to what the 2nd wave of DLC characters will bring.
