Deus Ex is the closest you'll ever get to a Blade Runner clone. It's a cyberpunk game, set in an alternative future, with a gritty main protagonist augmented with advanced machinery.

speaking of Blade Runner, I can't get the game to install because it won't work on 64-bit systems. Running it in compatibility mode didn't help.

The mix of Noir + futuristic is not so easy to find.
Gemini Rue definitely tries to ape it, I don't know that it succeeds, but worth a check if you like the genre.
In a weird way, I find Transistor with its Art Nouveau + Cyberpunk hits a similar note. Too bad I don't like the game itself much.

- Syndicate/Syndicate Wars - Which means I have to bring up the more recent Satellite Rain.

- The Tex Murphy games are a pastiche of it.

And in a way, Max Payne is sometimes half way there with the noir tropes and aesthetic.
I played it on release actually - that's the game that gave me hope Cage could do something interesting in the medium. Then Fahrenheit happened.
Still, wouldn't recommend it.
