How is this news? Steam will accept refunds for pretty much any amount of play time as long as you don't have like 50+ hours of time played and haven't had the game for months.

I refunded Project Cars with 9 hours of played time three weeks after I bought it. I don't think they actually read the reasons you write in there unless the automated process decides your request is unreasonable.

How is this even legal? Does the refund money come from the devs pocket? Isn't there some agreement between publishers and steam? Like terms of service? Or can steam just change the rules whenever they like to save face?

I know they have official guidelines for what you can refund but it doesn't seem like they're actually followed. 90% of the time you're going to be able to refund something outside of what they say is eligible. This isn't news and isn't something that's only applicable to No Man's Sky.

Not for anything, but I'd guess they made the majority of their money from ps4, and Sony doesn't have a refund option. Still, nice to know they take a loss on the PC side.
