Those are all different types of games and it's kinda unfair to compare them, plus personal taste varies a bunch.

No matter whether you prefer east or west, it's an objective fact that from a financial standpoint Japan just can't compete on a large scale in the modern game industry. Budgets have become too big and tastes have changed too much.
It was a pretty good game. Personally I like narrative games so I prefer SH and MGS but you're entitled to like Turtles In Time more.
If they're anything like the Capcom management, most of them came from the financial sector. Which would more or less make them crime bosses.

Do budgets really NEED to be so big? Maybe if they hired people with talent and passion they could produce great works without just throwing money at every fucking problem.

I honestly think it's better to blame poor management rather than the market as a whole.
I guess we will see what happens with Kojima Productions, it's going to be a strictly Japanese studio and it's going up against AAA development. Granted, it's getting a check from Sony this time, but, it will be interesting to see if Kojima can run a better ship than Konami in the future.

Video Games, like movies, have to be a hybrid between artistic and marketable, and the market lately has been trying to squeeze every last penny out of it's customers, making each game's marketing budget larger and larger, and artistic budget smaller and smaller.
Look at destiny, former employees confirmed that the game was originally designed to ship complete, and they were TOLD to rip content out to sell as DLC.
What happened? The management don't care about video games. That's what happened.
Kojima has demonstrated on many occasions he cares about video games. I look forward to what his studio does, even after he's gone.
