The only thing that comes to mind are the touhou games. There are fan translation patches but they're not needed at all to enjoy the gameplay & music

As for OP's question, Triggerheart Exelica is a pretty fun shoot em up. I played it at an arcade before, but if I remember correctly it has a PS2 port. It's fun capturing ships and tossing them around.
Fuwaru no Bouken, a cute Platformer by the Fortune Summoners dev is quite playable without moon knowledge, there's a wiki you can put through google translate to identify item effects.
Lethal Crisis is a straightforward mega man zero clone, but with very little platforming due to a flying mechanic. The focus is on combat, lots of boss fights. The previous game in its series has a translation, Lethal Application.

Possible but unlikely. Who holds the license to Umihara anyways? Because I do know that one of the publishers for Sayonara (Agatsuma Entertainment) shut down earlier this year.
