It just means that Nintendo's not hosting any "official tournaments" using the in-game tournament feature. You can still create your own tournaments and participate in player-made tournaments.
To further clear up confusion, unless a sea change happens, Sm4sh will still be at venues like CEO and EVO.

Regular tournaments are bracket-based tournies with different presets of rules. Theyre basically procedurally generated every 20-30 minutes, anyone can find and sign up for them in the tourney menu
"normal" (people just call them user-made) tournaments are FFA non-bracket-based tournaments where you can customize the rules to a limitted extent

PM is deader than dead. I miss it too, but PMDT fucked up by leaving and then put a stranglehold on the community by banning discussion of anything that might bring the mod forward like PMCC I don't actually know if PMCC is still alive, I stopped paying attention from all major Smash forums.
Maybe we'll get a mod as good as PM for Wii U in a few years and that can take off, but Project M itself is gone. F

I think we'd have a shot if the hypothetical Sm4sh PM came out at the right time. Project M came after a huge drought, Brawl was dead, and there was a vacuum to fill. As much as I would want it to be, Sm4sh isn't dead yet, but it might die between now and 2022 or whenever the hell Smash 5 will come out; if that happens, Nintendo might stop paying attention long enough for a mod to get popular.
It's a long shot, but who knows, maybe it'll happen.

I assume they're using BrawlEX, too; did they ever fix the issues with BrawlEX where the game crashes if you try to fight a boss (whether Master Hand in Classic Mode or trying to fight the boss rush) with a custom character?
