No, they have been depicted as having at least a child-like level intelligence to understand complicated commands like "Metagross, use Psychic to gently turn that Windmill!". If they were like dogs, all they would register is "ahvvduhPSYCHICasdffgbku" and blindly attack whatever objects you're pointing at. Plus, they have a primitive but understandable language of their own, and the capacity to learn English if they forget all their moves like Meowth. Pokemon are definitely smarter than you think. I'd theorize that the wild ones are just 'dumber', or not yet in tune enough to communicate with Humanity. That could be why training and battles are seen as a benefit to the Pokemon too. Their bond with their trainer subtly grows their own perceived intelligence, as well as their strength.

According to most of the lore, aliens created by a top god alien who arrived on the planet in ancient times. A lot of 'mon subsequently have been adapted to the terrain and others were entirely born from different condition (Grimer, Thrubbish, you know the ones), but ultimately the idea behind is that they're not native of the planet where the regions resides.

Isn't it just that Rockets' Meowth doesn't enjoy getting his hands/paws dirty and battling personally? I believe he's done it a couple times, but still very rarely over the course of the anime series. Hell, he almost fought the clone Meowth in the 1st movie.

Them using Psychic is basically the same as commanding a dog to do tricks. They most likely doesn't know what a windmill is just it's a thing and if they do a certain thing to it they get a treat. As for battles they seem to know if they do well in battle they get treated special by it's trainer. And with healing they aren't really scar

Now you're just taking the dog comparison way too far. Pokemon fight because they enjoy it and instinctively wish to become stronger, which is why they work together with human trainers and their strategic skills in the first place.
I think that that's apart of it, but it's also mostly because he physically can't learn anything other than Fury Swipes. I remember an episode where TR tried to scheme to get Meowth to learn Payday so they could get rich, but he didn't have the capacity to learn any other attack.
But tricks have to be learned, regimented, and practiced before they become second nature. You can't point to a show dog and say "Bring me ONLY the blue and yellow balls!" and expect him to do it without it being practiced a million times, but you can tell a Pokemon "Blastoise, use Hydropump to lightly push the windmill blades and bring power back to the city, but DON'T do what the move is intended to do and completely rip it apart with all your strength like you've been rewarded for doing literally every other time you've used this move."

Yes, that's specifically the canonical tradeoff. Think of a Pokemon's brain as like, an empty glass of water. They can either fill it with language or abilities, but they can't overfill it with both. That's why Meowth's a schemer and not a fighter.
