It would be censorship if an independent body like PEGI or a particular government removed the game off the shelves or cut out the content.

Amending your product to fit the usual demands of a rating organization and the general perception of your products in a nation/region is like rebranding to avoid copyright in another country.

Axe bodyspray is Lynx bodyspray in the UK and some other places for example but no one is crying censorship and jumping to conclusions like "muh axe is being censored because it's violent!"
