If they both have Ultimate Luck, they'll, in theory, cancel eachother out. That means that talents like Ultimate Martial Artist, Ultimate Gymnast. Ultimate Boxer, etc, would still kick the shit out of Hopeman.
But you saw how when he got shot or something he still survives.
I saw it as their luck makes it so neither can kill the other so it just ends up being a tie.
With every talent Izuru has, I find it hard to believe that he just so happened to shoot him where it would not kill him. Plus even if that was just it, killing both an unconcious Komaeda and Chiaki would be a piece of cake.
I believe that Izuru meant to shoot Komaeda to knock him down.
But if he were to die to the Ultimate Hope, he'd probably want to die, so his luck would allow it to happen just like Chapter 5
You can't forget that Komaeda is also quite sickly, so Izuru would just have to outlive him.
None of you understand how Nagito's ability works.
The most unlikely events become the most likely. It's not just blind luck in his favour. He shot himself with a revolver containing 5 bullets instead of one because he knew he was actually more likely to survive impossible odds than odds in his favour.
The only people who could beat Nagito, either in a physical fight or battle of wits, would be someone who stands almost no chance of winning. He would get a lucky punch and put Nekomaru on his ass, but would get beat up by Chihiro or Hiyoko. He could fool Kyoko, but Yasuhiro would get a flash of insight and see through his entire plan.

Neither do you, apparently. His Ultimate Luck depends on what he wants to accomplish. His ends WILL happen, regardless of the means.
1) He wanted the killing to start, and it started
2) He wanted to be chosen for cleaning duty, and he was
3) He wanted to get to the end of the Death Room and he did, even taking the huge risk of Russian Roulette
4) He wanted the traitor to be the one to kill him and it worked
His end goal is always protected by luck, so if he wanted to die in order to have hope blossom, he'd die easily.

That's not how it works. Komaeda has a luck cycle. From what we've seen it seems rather immediate (ie good things will happen right after bad things, or the opposite)
So if you want to kill Komaeda, wait until he wins the lottery AGAIN, then attack him right after by surprise to avoid the "I get what I want" effect that mentioned.

Komaeda's ultimate goal is to have Despair be beaten by Hope, so I suppose killing him would depend on whether or not Hope arised from his death. If it didn't, then his luck would probably save him again. Komaeda ALWAYS gets what he wants, even if the means are hurtful to him.

I mean, it's Kodaka, so I'm gonna take a wild guess and say that she decided to use the memory loss drug on Komaeda after he met Izuru but before the last time he saw her (hence why he still remembers her).
