i don't have any experience to be quite honest, but i have a friend that doodles in unity and have the facility of forming a team 'cause i'm in tech school i'd help with some designs and programming and they would help me with the modeling and actually do the designs

I don't even care if you're being ironic or not, it's been like 11 years since BN6, I would suck dick for a new game (and no, Star Force is good but not the same)
cutman is too samey for my tastes and zero... just no, but if you like them that's fine
the issue with judgeman is that he should be named bookman, his main gimmick is books, his designer named him bookman, fucking shit why did they change his name?
I feel his arm should be a little longer. in-game, his arm, even with it curving has the fingertips reaching his knee. Same with his bowling pin cannon, which at the angle it sits, also reaches his knee
The bowling balls themselves should also be bigger, as they seem to size up against his torso as pretty small in the model and makes him look more barrel chested than he should be.
I hope I'm not offending you with the constructive criticism though because you're doing a great job

Personally the comfiest parts of MMBN was all the stuff you did with friends as long as your game keeps that Saturday morning feel, it'll be golden in my book
Going off six, ungutting program advances and in general unnerfing everything 4 did like Var sword or the like. They don't have to be as good as they were in 3, but you probably can find a better balance than making them completely terrible versus completely broken.

Just have your chip library allow for different styles of gameplay, instead of spamming boss chips and shit that does the most damage
BN3 had hole strats, grass stage strats, strats that involved stealing as much area as possible, etc. Bunch of viable playstyles
as long as the gameplay is there nothing else matters
chips = playstyle is the best way to put it the chellenge now is coming up with chips that fit said playstyles.
The animations are actually pretty smooth imo
