I'm going to assume that the 3DS can't handle larger levels/has a lower item limit. That, and levels with the mystery mushrooms are incompatible too. Hopefully they update the original which let's you know which levels can be played on the 3DS version.

Its for the Japanese market. Lots of 3DS users in a small country. Street passes are inevitable so local sharing makes sense there.
I have it on Wii U and it's great. If I can transfer levels I create on 3DS to Wii U, I might buy the 3DS version too, creating on the go seems great.
Otherwise, I'll stick with the Wii U version.

That's not the case at all; if it was a real port people would still be hyped for it even though it's still a port. When it was first announced there was a bunch of hyped posts in the direct sticky, then less than a minute later when they announced no searching by ID or uploading your own levels everyone just got confused and angry.

I recall MonHun Tri Ultimate being able to connect 3DS and Wii U to transfer data.

I think he was referring to stages with amiibo costumes in them. Since the 3DS version doesn't have amiibo costumes, it can't play any stages with amiibo costumes in them. And oh boy, there are a lot of Wii U stages with amiibo costumes in them.

there are apparently new yoshi stages, but all i heard were "every wii u stage is available!" plus there are new poochy stages, where you play as poochy who keeps running like that one game with the rhythm dude made by gamefreak.

Levels can already be transferred over to different systems, proving they can make it happen, but I think the big problem by this point is that Mario Maker peaked not long after launch, leaving mostly bad levels and kaizo knockoffs.
Now add the 3DS and its insane userbase compared to the tiny Wii U, and the quality would drop like a rock to the point that the game would be worse than SMW Central's rom hacks.
Plus, Nintendo is fucking stupid and feels that amiibo costumes and online uploading will keep the Wii U version distinct enough to warrant people still buying it, compared to the more ideal option of portable.

Street pass in general was designed entriely for Japan. I really wish they'd stop implementing these core system features that just dont fucking work in like 75% of Nintendos markets because they're not densely populated like Japan. I don't think I've ever once used street pass or spot pass because one I'm. It toting my 3DS around while it's on draining the already poor battery and two even f I did I wouldn't get any passes anyway because no one fucking uses it.
The rest of the world nets you most of your money, Nintendo, not Japan, stop designing core features that only work in fucking Japan.
