Because we live in an age where people can instead of programming in clever cheats, can sell it to you as DLC. In some cases like the new Deus Ex, the cheats are even needed to be purchased over and over. Compile Heart gives you overpowered weapons and resources as DLC too in their games. Even fighting games nowadays have you buy new characters instead of being able to earn them and even with ones you can earn, there are DLC cheats for those too.

Games are so easy now, nobody needs them.

I once unlocked achievements in a game while cheating with Cheat Engine. If this makes you upset, you're too autistic for video games.

What often happens is that either cheat codes enable you to progress in the game much faster or they make it boring by providing no challenge. In either case, the game is more likely to be traded in at gamestop.

Never buy a game because it's "optional". They don't put it there for nothing and the game will be balanced around you getting them. companies aren't gonna add that shit in on the off chance you buy it, they're gonna add in heavy incentive to buy it and that means ruining your experience to make you want it.
