This. I have a R9 280 and FX-6300 with 8GB RAM and I run the game pretty smoothly at 50 - 60 fps with some occasional stutters in the downtown area, but it never drops bellow 30. I have no idea what you've done to your PC, OP.

Kellogg shoots your wife, clutching her child, with the .44 that his mother gave him to fight off evil men. If there is one single scenario in the entire wasteland that Kellogg would object to, it would be murdering a mother for no reason other than to kidnap her baby using the same gun his mother gave him. It makes sense if the MC is female, maybe, but no sense at all if you are male.
The entire main quest line, every step of the way, holds at least one glaring contradiction. Kellogg's home in Diamond City, for example.
It's pretty easy to mess it up. Write one quest a day and have a different person pitch it to a different group of people in a different board room every day. That way, when its all put together, none of it feels cohesive. In Fallout 2 this can be forgiven somewhat because there are huge cultural shifts as it can take days, even by car, to travel the length and width of the map and come across vastly different towns with vastly different people. In Fallout 4 there's only one city and it feels like a literal themepark where nothing was given more than five minutes of thought.

Idk what your problem is, but I can still run fallout 4 at 60 fps with a mix of ultra and high settings on my GTX 770. It occasionally drops between 60-47 fps in some cities, but even then that's still playable for me.
