He shouldn't be able to one shot you at 250, killing a Reaper/Mei requires you to land a right click, then hook+leftclick+melee to make sure you kill them, otherwise either can use their Lshift ability.
Genji, Reaper, Mei, Tracer, Zarya, Reinhardt, Hanzo, and D.Va are all good counters to him. But generally, if you just play around your team he can't do much for the most part, he's 100% about solo pickoffs and brings very little to team fights.

My main problem with Roadhog isn't unbalance or some shit, he isn't OP, he is actually probably the most worthless tank in the game.
He just isn't fun to fight againts, being stunned and not being able to move is a flawed mechanic which shouldn't exist.
This is a combination of two really fucking stupid flaws in the game. Genji's dash doesn't register you as having moved until it's completed so you can be shot at your initial position and take damage even if you're not at that position because you're dashing. And Roadhog's hook isn't actually a fucking projectile but hitscan so weird shit like this happens and dodging the hook model doesn't actually determine if you get pulled or not.
After being on Sup Forums for decades I finally found out that you can actually pin threads instead of looking for it everytime. And you can browse sadpanda with images instead of text. This makes everything easier.
That, or Discord/Mercy boosted most likely. Theoretically Roadhog's left click can do about 200+ damage, but considering how slender most models are, your chances of landing all of that is unlikely, so I'd say 150 damage is expected for most.
The exceptions are Reins, other Roadhogs, Winstons, D.Vas, and Bastions. The issue with those however, is that 100 hp (400 in D.Vas case) is Armor hp, which sheds off 5 damage for each shot, which means each hitscan bit of shrapnel is -5 damage. This is why D.Va is such a good counter, she survives almost every single time, and continues to survive. On top of that, she can Defense Matrix to waste out what little ammo he has, and just murder him afterward. Roadhog can't do shit against a well played D.Va solo.

I love fighting Roadhogs, I mostly play Soldier and it's just a big ult battery. You just have to be careful not to get too close.

Oh I know. I play dva a lot, all tanks (even zarya when at low power) will lose 1v1 to her.
I like fighting against him, you can just use him to charge all your ultimates, wipe out the enemy team, then roast the pig.
