I can see Sup Forums is really excited about this game.

The graphics hay a type of style to them to go along with the time period. Just because they are not witcher 3 tier graphics does not mean they are bad. They wanted to make they player feel like they were in the 60/70's.
Mafia 2 also had a certain graphics style to go along with the 40's/50's

In Mafia 3, when you take a district over you give it to a underboss[which there are 3 of them] and depending on who you give it to, you will get certain benefits, but you can only give it to one underboss, and the other 2 will get pissed off, neglect to give a district to someone for long enough, and they will turn on you and you will have to kill them.
In gta:sa, you take over a district, and that is it. There is no benefit other than not being shot randomly. It never directly effected gameplay[other than it being a mini-game to waste your time], but at the time, it was a great system. Mafia 3 expanded on this system.
