Mercs 2 had a great setting, good graphics, and the 'build your own team of whackjobs' was an interesting idea.

But the story was horrible and incredibly short. The factions barely mattered, their missions were just busywork. The AI hadn't got any smarter since the first Mercs (the original Mercs game countered the poor AI with firepower and large numbers), the enemy faction had few permanent fixtures and bases compared to the other factions, making the world pretty dull for a player not interested in being enemies with everyone. This all before I talk about how buggy and obviously rushed the game was.

Just Cause is the closest thing to a Mercs 2 I would have been happy with. Even if the enemies in that game have an incredible lack of armoured vehicles and the willingness to use them against you.
