Kojima claimed that it was too hard to make a stealth based game around a fucking cyborg ninja which is a load of horse shit. He just did what he did with MGS5 and fucked around with the budget Konami gave him by going on trips around the world.

I still just want a full game with MGS2's sword mechanics, maybe improved to be not so stiff.

It was supposed to be an interlude to 4 detailing raidens story in how he ended up as a cyborg. But complications happened with the design since the entire theme didn't know how to cap out raidens zandetsu ability. They were stuck at Raiden being able to cut mountains, before they decided the direction they took lead them to being too burnt on scaling back everything they made. So they scrapped the project, started working on V, when Kojima asked Platinum to remake the project in whichever way they wanted but keeping the zandetsus and cyborg Raiden in tact.

So they bumped the game to before mgs4 to after, remade the script, while reusing design assets prior.

Overall rising was a solid game with it feeling like bayonetta with a mgs solid skin. But i would have preferred the original with it being designed like mgs4 with a healthy mixture of stealth and action
