I don't see how you guys don't get it.
Note that there are two people sitting on the porch.
One being Sneed and the other being Chuck.
Now look at their expressions. Sneed on the right is joyous while Chuck on the right is unhappy.
The joke here isn't a joke at all. It's an anti-joke. The reality of this scene is showing some people are more fortunate than others.
Look at Homer as he approaches the Feed and Seed. He immediately feels a a painful kinship with the hardships of Chuck's life. We are able to delude ourselves much of the time about our problems but when we see meet eyes with someone dealing with the same problem it painfully becomes real again.
Even the store name "Feed and Seed" is a reference toward the root of life.

If Chuck founded his store when his nose was irritated it'd be called Chuck's Need to Sneeze
Okay so basically this:
1. It is an antijoke, as "Sneeds Seeds and Feeds" goes nicely, and by adding "formally Chuck" it adds arbitrary information that makes the viewers laugh as it is random. This option is not, as the OP says, smart humour.
2. Going off how the names work, the ending of Sneed continues with seed and feed. Formally chuck's could imply that the ending to his name continues with this, making it chuck's suck and fuck.
Now honestly 2 only makes more sence to me because, while its a stretch, so is the fucking name Sneed.
