Sniper rifles are pretty easy to come by. The GEP Gun less so.

GEP Gun can also destroy some objects like doors, lockers, cabinets etc loudly if you don't want to use up LAMs or your other limited tools.

GEP by far. You can get a Sniper and Tranq crossbow in the same level but you can't get the GEP till quite a bit later on.

What are you talking about? Anna Navarre will say you were too easy on the NSF if you take them down non-lethally whereas your brother Paul and the UNATCO equipment dealer will praise you for it and give you extra gear. Also later on in the subways when the gang leader asks you to assassinate the drug dealer, if you render him unconscious he'll say something along the lines of "are you deaf? I said deal with him. Never mind, I'll have someone finish the job."
