Not true at all. There was plenty of hype for the game, and the devs expressed that on the Capcom Unity website. It wasn't until Capcom re-shuffled is when it got shitcanned.

People only gave a shit about it due too it having Mega Man in that name anyways, if it was its own completely original game it wouldn't have sold at all.
Tail Concerto plays like Legends, but I don't even see anyone go on about this series like Legends fans.

I think Capcom thought that people were still in that "Mega Man overdose" phase, so they decided it wasn't worth it.
Inafune leaving was the main (and likely final) nail in the coffin, though.

It looks pretty fun, but you have to remember that obscure games are abound on the ps1. Even Legends is pretty out there plus its awkward control scheme didn't help get it any praise.
I still love both games even if it makes me a megamanchild. I'll give that a try, always looking for new ps1 games.

The Legends series has never sold well, that's the whole reason it hasn't had a game in so long. Its been years, only die hards would give a single shit, I'd argue it would sell even worst if they made it now.
People wanted a Mega Man game, and by that I mean a normal one, the ones that sell a lot better. MN9 banked on people's nostalgia, it just had a lot of poor decisions happened to it, and then the game turned out to be nothing special on top of it.
Red Ash didn't do well in its kickstarter at all because of Mighty No 9.
