It is amd optimized regardless of the DX12. Also you should go ahead and read the patch notes for this BETA DX12 implementation.

The work of the driver team before the new APIs was to make the driver good at guessing what the programmer really meant because the APIs were so non-indicative of what was actually happening. If the developer could step in and help them write game-specific code in the driver itself, it would give a big boost.
The GPUs themselves are not really different to program for. They have the same capabilities, with some exceptions where AMD is ahead (asynchronous stuff), just with more or less silicon dedicated to a particular type of processor (Nvidia has more tessellation hardare, for instance). The API itself is agnostic, it's up to the developer to, say, enable async on AMD and disable it for Nvidia.

Essentially, you're not programming to any specific GPU or vendor, you're programming to whatever capabilities the driver reports through the API.
