The survivor's AI is so beyond retarded that 99% of the ones you will try to save will die. Even if you give them good weapons to defend themselves, they will most likely hit you instead of the zombies.
These people are so stupid that no matter how hard you try, you can never save them. Imagine someone being so retarded that they don't even possess a basic survival instinct.
Now imagine how hard it is to try to save each and every single one in the game.
