No, ISPs in the United States don't have the speeds available to stream 4K reliably. Only bigger markets (TWC/Xfinity) and test markets (Google Fiber) have the speeds available to do it.
Countries like Korea and Japan can obviously stream that because their net speed is the highest nationwide

In Europe the internet is pretty fast overall, this is my speed, in Spain.
Actually well over 85% of ISPs in the US have unlimited data, but the speed is mediocre.
Hell of a lot better than living somewhere where you have to pick and choose what to use your allotted data on. After fiber becomes the standard by every Cable company we'll see a larger spread of better speed.
It's a hell of a lot easier to provide higher speeds in Korea and Japan because of the land size and booming tech market.

More and more ISPs in America are imposing limits on high speed broadband internet, making streaming 4k extremely unfeasible without paying out the ass for overage or getting one of those expensive unlimited tier.

I'm trying to look for market share for providers, but the only number I can come up with for national figures is that comcast controls 56% of the braodband market as of early 2015.
Comcast imposes usage limits on broadband account. They have for years, but didn't enforce them for 99% of users. Now they are, although they recently increased their caps.
Cox, which is probably the second largest nation wide also has limits. ATT also recently started enforcing limits for their boardband accounts.
Comcast has never imposed a limit on us, but having a 1 TB limit seems like more than enough now if they were to ever start enforcing it on us, hopefully not though.

American internet sucks. Luckily I'm moving soon and the community I'm going to has 100/100 fiber for extremely cheap (30 bucks) with no other fees or data limit. I'm paying like 90 bucks for 45/6 and 1TB limit with att uverse.
Only downside to the new fiber is that there is a 3 year contract.
