Pretty much this, I'll be honest with you I'm from a mixed family and haven't been to Ghana in a few years, but the main problem is that the majority of people there are selfish and can't think long term consequences.
Those that get into places of power easily become greedy and take more than they give.
And those who were educated enough to have done something leave the country for more civilized western nations because they have more opportunities.
This is especially prominent in the younger generations.
Then there's the peole stuck in poverty who don't have any idea of the big picture at all and just live day to day because they don't know any better.
The country's infrastructures are ass (for example blackouts were extremely common when I lived there, sometimes lasting days)
But the last time my dad traveled there he said they've been doing stuff to improve like building roads and adding more traffic signals so I guess that's the start of something.
