Read the fucking quote. He's saying that the improvements PS4 Pro offers are purely visual and not drastic changes to the games overall. He's saying it's "just prettier and nicer" but that that isn't going to impact game design in the same way generational leaps sometimes do (see Gen 7 -> 8 allowing for far more open worlds).
