Since Yharnam has some clearly European roots, they probably mean "minister" as in "member of government". It's really no different from saying "Death to the senator!" or something. Clearly Yharnam is having an immigration problem and the citizens want a new leader. They all hate foreigners after all, and building a wall to keep everyone out is probably something they'd actually do.

Oh, is that unarmed style? I didn't bother with it since I went for axes, love heavy weapons. Unarmed looks cool though, but I can't imagine it's good for anything except parrying and it's not like you can parry a lot of boss attacks or anything.

Blow per blow, the kirkhammer does amazing damage. Not only that, a charged R2 will knock almost anything flat on the ground or even open it up to a visceral attack. It even works on church giants in the chalice dungeons. The sword part is useful if something is strong against blunt or the enemy is just too fast for the hammer part to land, but generally I always use the hammer.

The main problem with the kirkhammer is that it's hard to get used to and the weapon doesn't shine until you've upgraded it twice or thrice. The speed of the weapon isn't too much of a deal. You get used to it and you learn to anticipate attacks and roll. You will probably only get two swings in on a boss at a time, but they will do a good amount of damage and you might even expose yourself less. Since you know you're never going to get a third swing in due to the slow attack speed you're just not going to try it after all, you're not going to overcommit. A lot of people have problem with the range too and end up hitting with the weak AoE the hammer has and wondering why they're not doing a lot of damage. You just need to get used to the hammer and understand its length though. It's not nearly as long as some other weapons like the hunter's axe after all.

I'd say the kirkhammer has a very "punish or be punished" gameplay style. It's pretty fun and it will do amazing damage if you can get it done right.
