He can, not sure about the movies but he did nudge it slightly in Ultron.
Captain America can pick it up sometimes. He's usually portrayed as being a borderline case in the comics, where it depends on the circumstances.
If you watch closely in the movie, Captain America actually does nudge the hammer slightly, implying that this is true in that universe as well.

So... what, almost every JRPG protagonist would work right? They're all pure of heart and just and noble and shit after all. Might be too emo or whiny for an ancient viking god's tastes, but they do fit the bill generally.

To pick up the hammer, you have to be a true warrior at heart, at home on the field of battle.
That's why Superman couldn't pick it up until Odin lifted the restrictions on it, but Wonder Woman could. Superman is a hero, but he isn't a warrior. Wonder Woman, on the other hand, is a warrior at heart.
Kirby isn't really a warrior, fighting for him is just a means to an end (food or helping others, usually)
Metaknight might, though calling him pure and just is iffy at best.

I think one of the interesting things with Captain America is that he's not actually a very good person. He wants there to be conflict. He was a naive, gung-ho young man that was "reborn" as a war machine and a war-time propaganda tool. He can't function without some external enemy to fight, though he is fighting for (mostly) noble reasons. In Age of Ultron, his nightmare was that the war was over.

Nope. Your logic hinges on the idea that the hammer can read his past, and since the vision was just 'born', he had no chance to do wrong (by the hammers standard).
So either the hammer cares only about what you are, in which case multiple characters should be capable of wielding it, or what you have done, in which case Vision had not had time to prove himself worthy.

the fun thing about comics is it's all about who's writing it at that time. Captain America goes from being the best mahvel character to just being a war dick depending on who it is.

Yeah, probably the mind gem. If the hammer possesses some sort of rudimentary sentience the gem can probably 'trick' it.

That doesn't make him a bad person though. If anything it causes him suffering as he's so abnormal. He wasn't ever "gung-ho" either, genuinely wanted to serve his country.
He might not be able to function without conflct (which, really, is just a joss whedon meme that I don't buy into), but he doesn't create war and conflict to satisfy himself.
