Overall, maybe. Some of the puzzles are idiotically abstract. Not as bad as the first, but still pretty bad. I'd recommend the gameboy game over it.

Most of them are pretty straightforward though. Your radio contacts and the children usually tell you everything you need. The only exception I can think of being the tap codes.
The original Metal Gear is much worse, but I wouldn't say it's a terrible game for it. It's also great, though unrefined.

I'll admit that like most people I didn't get around to playing the MSX games until later on, but I think MGS1 is a significant step down from MG2 in several respects.
I personally think MG2 remains one of the highlights of the series.

Focus and level design. MGS1 is game that drowns in novelty segments and boss fights, especially as it goes on. MG2 stays stealth-centric and has more variety in its sneaking. It has its share of dumb stuff that doesn't add much to the game (shooting a bunch of insta-kill hamsters; there's one or two instances of egregious backtracking like going back for the hang glider; there's the weird shit with the owl) but ultimately I find it's just a more satisfying game to play and explore despite MGS1's better presentation and a couple nice additions to enemy interaction.

Which would be a problem if they weren't executed almost perfectly. Staying stealth centric should never be a situation in a Metal Gear game.

That's the thing: Metal Gear 2 still has quite a few boss fights, several of which are pretty good. It just doesn't get distracted by them to the dissatisfying degree that MGS1 does.

They're not very memorable, though. If MGS did something right it was having engaging characters. Also the boss fights were mechanically much more interesting, due to the added gameplay possibilities that 3D allowed for. MG2 was mostly annoying to go through and the characters were about as memorable as a wet fart.

Most of the Zanzibarland mercs are one-note as characters. But I think Gray Fox's characterization is more interesting in MG2 than in MGS, and Big Boss is one of the more interesting villains the series ever had even if his presence in the game is minimal. (And even if he is a more cartoonish Colonel Kurtz.) Schneider as Black Color/Ninja was also nice.

This guy is part of the reason mgs1 is better than 2. In mgs2, the illuminati ai control everything, all according to plan. In mgs1, this asshole takes over the mission and plans to carpet bomb you to hell, all without the president ever finding out.
The sequels should have had more rogue political actors pulling the strings.
