Pharah has a great ult desu, but like tracer's ult, it requires Reinhard, Mei, or Zarya's ult to be maximum effective.

Honestly, Junkrat's ult is a complete mind game. Half the time you have no idea where it is, and once you hear it get closer you either get the fuck out of there, or back up somewhere in the hope of seeing it before it's close enough to kill you. You know it's true, you run for the fucking hills when you hearing it approaching, and secretly you hope it takes out someone else on your team and not you. Admit it.

You know you don't have to fly to use it, right? You can use that shit at ground level and blow away the enemy team from relatively close. Not only will more missiles connect, but those bitches will not expect you to blast them up the ass like that.

0.5 seconds. Still a good chuck of time considering the ult lasts for 6 seconds.

Pharah's ult isn't bad at all, you can't just pop it and win. It requires good positioning and timing to be pulled of alone, or you could jist combo it with another.

I would say that Phara's ult would be much better if she could cancel it, I've had so many time where a ult cancel and concussive blast would have gotten me out of the 'danger zone' safely.

It's meh but at least it's easy to quickly pick off a few surprised supports if they don't have their tank with them.

I'd consider her's and Soldier's to be some of the more balanced ults. Both can lead to team kills or to you wasting them and getting killed yourself.

Tips for playing him well?

It's really simple, but hard at the same time.
A good Rein knows when to shield, and when to charge. Charge is pretty much an instant kill on anything except other tanks.
