Is this a decent build for a budget of about $800? I'm concerned due to recent poor optimizations. I want to be able to play NieR Automata at a good resolution and 60fps when it comes out.

Lot of room for improvement first off. Very first thing I would do is get a better fucking PSU holy shit. EVGA G2 if possible. Pretty much double the price but you have a lot of room left.
Also just go WD or HGST for HDD. Seagates have the highest failures rates that I last recall.
There are much better solutions for the heat sink as well other than the 212 meme. If you're wanting something in a similar price range that is smaller and outperforms it I would recommend the Cryorig H7. Looks like it's currently out of stock on newegg and amazon though. If you absolutely must go with the 212 though it will work.
After those changes are made if you have room for better GPU go for it.

Ah I didn't notice this. The the most glaring issue is the PSU still. Save up the extra $50 or whatever and buy a good PSU.
Then get a 1050 or 1060 3gb or 470. Don't get a 960.

I will probably go with that for the GPU, also I will look for a different PSU. Regarding the motherboard, since it's micro won't things get cramped in the case? I'm concerned about airflow. Should I get something else for a motherboard and case? If so what, preferably still in that price range but it will probably cost more.

Fixed it for you user. You dont need a k series in your first build, stock clock is already overkill for at least the next 5 years. Also fairly sure the mobo you picked wouldn't even support it anyways, although I didn't check.
You can get a 1060 for $300 dollars. Buy one instead of a 960 and you're good to go.
Wouldn't 6600K be better, since you can easily overclock it and extend its usage by few more years?
I still hear few people using their 2500K just because it is also easily overclocked.

So I built my own PC, GTX 970 (fuck off cunts it plays anything I throw at it well and I'll upgrade it in a few years), i5, etc etc.
I had bought a heatsink for the processor but the i5 came with one in the box. I ended up just using the one from the i5 and returning the one that I bought

You don't need an $80 550W psu for a basic build like that running a GTX 1060. Complete waste of money. If you're going to drop the K cpu and cooler you might as well use mobo he originally chose and try to save enough for a 1070.

A RX480 would be a better idea. 50$ cheaper and better DX12/Vulkan performance and DX11 performance is only slightly weaker. And AMD cards usually age very well.

There is skimping and there is overkill, even if we give the system 250W, which is plenty for a midrange intel even with 2hdds, dvd drive and an SSD, a simple 6pin GPU won't draw more than 150W, MAYBE 200 if you go balls to the wall with overclock and overvolting.
Remove the CPU cooler and get an i3-6100 if you want to save costs.
Newegg has some good deal on i5 6600k mobo and RAM combo therefore lowering your price around 50-100 dollars
The wattage of PSUs is irrelevant. You should get a PSU with a high build quality and those tend to be expensive.
If you skimp out and get something like a group regulated PSU then it will destroy your HDDs and SSDs over time.

Obviously you don't buy ChinkTech2000 for 5 bucks, but there are relatively nice and cheap 450-500W PSUs with 80+ certs from reputable brands like Antec, Seasonic, CM or EVGA for less than "40A@12V platinum" overkills.
480 is around 250.
You might go a bit over budget but your build now is wasted potentail.
Spend the extra 50 bucks.
Skip the Z motherboard, skip the unlocked chip, just get the i5 6500 with the cheapest compatible motherboard from a bigger name company that has 5+1 audio and ideally multiple 1gbps ports and that will save you 100+ bucks to blow for a GPU.
Seriously CPUs are overrated. I have a Q9600@4ghz and 8gigz of DDR3@1500mhz and that's a 10 years old CPU and it still runs most shit at 60fps. The new consoles have literal tablet CPUs, so I don't expect the games to be super CPU bound in the next 8 years.
