I like the direction they were going in with IV, but the missions felt too repetitive over time and the actual sandbox gameplay felt way too separated from the plot in terms of how Niko behaves and how it felt completely out of character for him to go on random murdering sprees against civillians.
It was a decent game on its own merits, but it shouldn't have been a GTA

there are no characters in the GTA games that would go on random murder sprees. that's just something the game lets you do in order to be a true open world experience.
