The only reason I can imagine is because the dialogue with Ulysses gets kinda old after a while, and its almost as linear as Dead Money
All in all it's still a fantastic dlc
I can't speak for everybody but I thought it was very linear, full of bullet sponge marked men and Ulysses dialogue is such a chore to listen to on repeated playthroughs.
Because it was the final piece of New Vegas which I never wanted to end

since Fallout 4 brought back interactive wheels i hope you can interact with objects now and finally bring back the long lost "USE ITEM ON" feature.
an example of why this is important:

>you need to get a flare and throw it down the hole
>then you need rope to climb down
>you choose which party member to send down the hole first
IT IS LITERALLY IMPOSSIBLE TO DO THIS IN THE FIRST-PERSON FALLOUTS
It's sad that the worst NV dlc is still miles better than the best Fo4 dlc.

It's Fallout turned into a linear "corridor" shooter. It's boring and doesn't play to the strengths of the engine.
Also, all that Ulysses teasing they did turned out to be a big load of nothing.

i'm trying to make new Traits. I got 8 of them so far and I really look forward to sharing them with you, but I still need to tweak some things.
I really wanted to make a perk or trait that gave you extra bottle caps every time you passed a Barter skill check but there is no fucking way you could implement this.
story-wise its not great, but i loved the environment. i'd take a linear map that is interesting with care given to it like Lonesome Road over an empty boring open world map like Honest Hearts any day

tl;dr - Pickpocket is broken.
the modifier for "value in caps" is set way too high and you can literally steal a 40 pound suit of power armor that is totally broken with a 99% success rate because it has no value, but you can't steal something that doesn't weigh anything if it valued over 200 caps. Also for some weird reason the NPC's sneak skill is checked to match your sneak skill instead of something more important LIKE PERCEPTION.
OWB was the worst

It is the second best FNV dlc. It actually gives back story to the courier. Plus the divide, albiet linear, is far more unique and lively than Zion national park. We can all agree, that big mt. Is the pinnacle of open world dlc in fallout.

I honestly didn't like Old World Blues. The humor of it got old before that really long opening dialogue ends. All the enemies were pretty boring and were essentially just bullet sponges, and I quickly ran out of ammo, and spent most of the game just using melee. Which is fine, but got fucking old. I honestly don't even remember the end of it. I just powered through it end never went back.
Despite being linear, I thought it fit well as a conclusion, and enjoyed it more than Dead Money. Also best armor.

Also Fallout 3, while mediocre, I found Point Lookout and the Pitt (had game of GOTY, little to no bugs) were good. Operation Anchorage, the Brotherhood one and Mothership Zeta are in fact shit but that's because it had the same overtly linear style of Lonesome Road without the hype that made LR marginally interesting.
Fallout 3 has many problems but I never thought "the humor" was one of them and comparing it's more glaring issues like the writing and plot it seems to be downright nitpicky.

Oh, I forgot, it added unnecessary backstory to my player character that I never wanted and broke immersion. Funny how New Vegas ended up being a sneak peak of Fallout 4 in that way.
Making enemies into bullet sponges is not the way to make a game more difficult.
There are plenty of anti-robot weapons, and there are shotgun/automatic weapons for the unarmored enemies.

Honest Hearts would have been great if Bethesda made it. It would be like Far Harbor where you could invade Zion with the legion or take Joshua back to the Mojave as a companion. I loved how 4's DLC actually tied into the main game.

Ulysses is terrible. The only part that I liked was the ed-e upgrades.
Yeah, but it's pretty much the only form of increased difficulty Gamebryo can handle. Enemy AI doesn't seem to understand the first thing about cover or squad tactics. There are mods that improve it somewhat but it's still surpassed by even a game as old as the first Half-Life with its HECU Marines.

The DLC was linear, yet I actually liked it, especially when you were given the option to nuke someone.
I was disappointed with Ulysses. I thought he'd be kore ontelligent and threatening than he was. I expected a more relatable Elijah. Instead I could see through his bullshit even when I was a teenager when the dlc came out.
That and using a face mask for Ulysses instead of just a normal face was inexcusable. I have no idea why they thought that was a good idea. The man didn't blink.

It's an incredibly ambiguous backstory though. All it boils down to is, "Courier Six was in California and took a package to a place in the Divide before going to the Mojave". Literally every other detail is up to you and/or deniable.
It seems that certain story points are triggering these quests, at least for Boone.
Yeah, Point Lookout. It's not your whole brain though, just a tiny piece. Also, it's not really the focal point of the DLC. None of that changes your stats either, besides a perk that makes you take less limb damage to your head.
