So what exactly is this? Prequel/sequel/whatever or a spinoff in an alternate universe?
Its a prequel to Valkyria Chronicles set many, many years before VC. It takes place during their universe's equivalent of the industrial revolution (in comparison, VC takes place during their universe's equivalent of WW2).

Yes.
Since Final Fantasy wants the fujoshi and homoboy audience, I'd say Sega is smart in this.
What I don't like is them doing this with Valkyria. Hopefully they'll hold to their word and have this only as spin-off, with actual strategy game still coming. This looks like Tales.

Azure Revolution is a full blown spin-off, it borrows some elements of Valkirya Chronicles but it has no relation to it story wise, it is not a prequel.
Unfortunately that sums up things pretty aptly.
