It's a Sheikah Slate. And yeha it basically acts as a smart phone/tablet. It's the usual "Japanese open world all in one" device.

I'm saying that Spectacle Rock is not in the Great Plateau, but Nintendo spoiled it for us like it means something when there is neither footage of said place, nor journalist commentary of it. Like "let's give them this arbitrary picture to remind them that the game stretches beyond more than Great Plateau but offer them no chance to play the game itself."

Also I don't see how this new Zelda relates at all to OoT besides the Temple of Time which may come from that timeline?
Lots of things in just plateau suggest that this game may merge the timelines all back together.
