Compared to World & World 2 is not as good.
The levels are kinda long and easy
The battles are repetitive
Mazes aren't even fun to play
The music isn't even on the levels of a Pac-Man game
And some people don't liked that Pac-Man can talk now.
To me, is a generic ps2 platformer with neat ideas (like the story and trying to give some lore to pac-man is interesting), and gorgeous levels to look at (zephyr heights).

How is World 1 & 2?
I've played a bit of 2, but 3 is the only one I've played a lot of, and I found it pretty good.

World 1 is great, the levels are fun and getting all the collectibles is challenging, plus music from Tommy Tallarico.
World 2 is hard as balls, but damn it is rewarding to beat and the soundtrack is goat-tier.
Go first with 1, then go for 2.
Or start with 2 if you really like hard games

World 2 isn't that bad. I beat the game when I was like 6. Although that one red ghost in the lava level was tough as balls. I still remember the 8 days it took me to beat him.

1 is a bit janky but hidden gem in the PS1 library. Catchy music, wonderful aesthetic, and above average controls and level designs. Fuck the Galaga boss, though. Shit had me stumped as a kid. Never could take out that last fucking eye.
2 is fucking wonderful. I would put it in my top 10 platformers. The only real issues it has are that the camera is a bit clumsy and can get stuck on things in free view and one of the ramps when fighting the red ghost is fucked up which can cause instant death. Everything about the first one is improved upon in this game.
