So what if he builds up speed? If he's not capable of hurting a character normally being able to move rapidly to different points of the map doesn't help him. He's still just mario.

Mario only really needs a long time to build up speed if the A button is restricted. With the A button he could just BLJ. Either way mario is pretty much impossible to kill, however he himself lacks offensive capabilities.

I don't think STTGL would destroy itself, as that thing is pure energy ain't it. I would be inclined to say that there is no upper limit on spiral energy, but Simon does have to build it at points, so perhaps he can beat everyone but only in a "is given time to build up spiral energy" like Mario is allowed to build up speed. Probability altering missiles also have some potential to be ridiculous if those are not just limited to altering the probability that they hit

Even setting all of this aside, A toon character could just pull a "turn off spiral energy ray" from their asshole and be completely incapable of missing..
