I believe it boils down to willpower, and possibly a variation on the placebo effect, somewhat similar to Orks. Valvatorez believes that sardines make him stronger, and so through his rediculous will and ego, he does get stronger.
Also, to a degree, everyone else just got weaker. As a vampire Valzy drew power from blood, not Fear energy. When the fear energy got cut off, everybody started loosing power, but Valzy had been dealing with that already for centuries.

Sol Badguy was essentially Saitama before Saitama was created. He's ALWAYS holding back. He has literally never went 100% in any sort of fight. Even when he fucking fought That Man in Dragon Install, he never went all out, and That Man is probably the absolute strongest character in Guilty Gear, barring Sol Badguy of course. He even survived his past self being killed by I-No.

Even in restriction, he repeatedly shows himself to be far superior to everyone else. The only reason Sol Badguy loses a fight, is probably because he doesn't try hard enough, since he is lazy as fuck.

King is unparalleled.
