As much as I prefer Toxicroak over Croagunk, he isn't a bad choice either. The one thing I'm really puzzled about is his moves. I get that they're going for the joke and wacky character stereotype here but what exactly are his strengths/weaknesses? I just need clarification.

Super move animations are way too fucking long. These things are only good for trailers but seeing them a thousand times over in game is grueling.

I don't know how to feel. I like the Weavile, Croagunk, and Garchomp picks, and Platinum is my favorite game, but the overall crop of Gen IV Pokemon is the one I'd call the weakest.

That's completely correct and I cannot disagree with that on any level. Croagunk is also one of the best possible picks for that generation so someone on the staff has their head on straight for dark horse picks.
