No you don't. You can advance right from the elevator and shoot down through the destructible blocks, no morph needed.

To add to this, the morph ball area forces you to do a successful morph ball to leave that area. So if the kid really did get the morph ball, then they have already done it at least once successfully because the game FORCES you to do so.
