Who the fuck would be both a coder and a director in today's AAA industry? If he coded a multiplatform scripting engine for Snatcher and Policenauts it's a safe bet he knows C at the very least so yes he can actually code. Maybe he just needs a bit of brushing up on APIs but there's no reason why he couldn't code his own stuff.
He's a designer. It's other people's jobs to create his vision. If he had to do it himself, things would never get done.
If you don't like the stories he writes then that's your problem.
