All of them. Everyone from EA to NISA lie about the quality of their products. Rockstar Games is still lying about the quality of GTAV, to this day.

If the money wasn't there, it wouldn't keep happening. For example, 7 Days to Die, an alpha physically released for consoles. They're going to keep pushing stuff like that until profits fall through.

Lying is endemic in the industry. If anything, it's the main fuel of the whole industry.

Higher ups lie to investors about potential sales ("We swear this tomb raider reboot will sell 5M copies in its first 15 days!"); developers lie to higher ups to keep the milestone money coming ("we swear the final version of the game is going to be just as smooth as that vertical slice; oh and we can do it in one year!"); the marketing lies to costumers (well, at least that's their job I guess... bullshots everywhere); journalist lie to readers ("we're totally not trying to click-bait you, or build into manufactured hype we should be aware and wary of as professionals"); enthusiast critics lie to their audience ("I totally wasn't paid to tell you this game is great").

Oh, and potential customers lie of course ("we're totally not going to pirate your game!").

A lot of them have, and people still believing game "journalists" doesn't really help. A video game crash or something to that effect hopefully will reset it, but I doubt that's going to happen.
