The only remote level of balance you can throw onto those kinds of weapons is

you don't have to manage resources in a quick 20 minute match in battlefield. if it worked like it does irl you'd have people spamming that shit and it doesn't come with the inherent weakness they do IRL.

Real-world mechanics don't matter in a video game, especially when the alternative is a bodyhit with a rocket launcher which does minimal damage.
Hell the only reason we don't outfit every soldier in the field with rapidfire rocket launchers is weight and price, neither of which applies to games, and are therefore invalid metrics for balance.

I think in open ground armor should beat infantry.

In urban or forested/mountainous terrain I think infantry has the upper hand.

Armor/Cavalry is made to be an advance party, occupy terrain and deny positions to the enemy, not to fight a protracted battle against infantry or air forces.

Because infantry aren't made of metal or full of fuel and munitions.
