My RX 480 is working fine on Windows 7 64-Bit.
Honestly, if I were to guess, either your Windows 7 is 32-bit (it requires 64-bit), or your card is faulty. Get it under warranty and send it in for a replacement.
The card is working. Leds are on, fans are spinning, temperature is ok.
The second i try to instal the gpu, it goes blue screen.
